Hoosier request from? Indiana passes law thwarting automated out-of-state request bots

Indiana passed a law making several changes to its Access to Public Records Act, including anti-scraping, anti-outsider and anti-automation measures.

Agencies can now use CAPTCHAs on portals or require a requestor’s address, including whether or not they are a state resident. The text of the bill suggests it is concerned with data scraping, as the portal may also “automatically track and report submissions suspected to be automated.”

A county commissioner told the Indiana Capital Chronicle that automated harvesting of government data is “a real and emerging threat.” House Bill 1360 was signed by the governor on March 4 and should go into effect this summer.
